This means that residents play an active, important role in the planning committee, which oversees the entire project.
What is Vacate & Build?
Vacate & Build (or “pinui binui” in Hebrew) is a government urban renewal program intended to demolish existing structures and replace them with state-of-the-art modern buildings. By transforming older or neglected areas into appealing, advanced residential neighborhoods, we not only improve the overall urban landscape, but also enhance quality of life for the residents, who enjoy a new, larger apartment.

The 3 Steps of a Successful Vacate & Build Project
Step 1: Negotiation

We present an initial project proposal to the residents’ representatives for negotiation purposes.

The residents elect an action committee that will be responsible for liaising between us and the residents.

The residents also appoint a lawyer who will represent them during the project – the lawyer’s salary is paid by us in full.

We draft a contract and submit it to all building residents for their approval.

Once the contract has been accepted by all building residents, we sign the contract.
And then, with great anticipation and excitement, we move on to the next step.
Step 2: Architecture & Planning

We submit a request to the Ministry of Housing & Construction to designate the apartment complex as a Vacate & Build complex.

After the official designation, we formulate the building plan (master plan) in collaboration with the resident, the architect, and other professionals. The plan will include all details related to construction, transportation, finishing standard, and other technical data.

Once the plan has been completed successfully, we submit it to the local authority for approval.

The last part of this planning process is the issuance of a building permit from the local planning and building committee.
Now we can roll up our sleeves and start the construction work.
Step 3: Vacate & Build
The residents move from the building complex to the temporary apartments, where they will live until the project is completed. We designate these apartments and take care of transporting all household contents to the temporary apartments, at our expense.

We begin the process of demolishing the old buildings.

We progress to the construction work, which includes building the foundations and new steel frames, electrical / water / sewerage infrastructure, and interior work, including interior design.

When the construction has been completed to our full satisfaction, we will submit an application for a Form 4 occupancy permit, as well as an application to amend a condominium order and associate the new areas with the owners of the existing apartments.
